Maritime Navigation Commission (MarCom) and MarCom Seminar in Japan 2013 were held.

The Maritime Navigation Commission (MarCom) (Chairman ; Mr. F. Esteban Lefler (Spain)) was held on 11-12 September 2013 at the Hotel Metropolitan Sendai, in Sendai.  It was the first meeting held in the Asia region.  On September 11, 2013, 9 members (Spain, France, Norway, Sweden, Germany, The Netherlands, United States, India and Japan) and 2 observers gathered in the meeting venue.  In addition to reviewing the work of the MarCom Working Groups, improvements on Future WG management proceess were also discussed.


On the second day, the site inspection guided tour to Sendai-Shiogama Port, Onagawa Port and Ishinomaki Fishing Port, where reconstruction work has been proceeding apace since the Mar. 11, 2011 tusnami had wrecked the region, was conducted with officials  of Port and Airport Department, Tohoku Regional Development Bureau, MLIT, Fisheries Infrastructure Department, Fisheries Agency, Miyagi Prefectural Government and Ishinomaki City.  At Onagawa, port with a view of collpsed buildings, the participants realized how awesome the tsunami force was.  They also viewed the existing state, e.g., reconstruction work that proceeds in ports and harbors that have been wrecked by the Mar. 11 tsunami, resumption of container cargo handling operations and fishing ports auctions at each temporary fish market, and the massive effort under way to separate the disaster debris at the Ishinomaki Port.

In the afternoon of September 13, 2013, "PIANC MarCom Seminar in Japan 2013" at Tokai University Alumni Hall was held by PIANC-Japan and co-hosted by the Ministry of Land, Infrastructure, Transport and Tourism (MLIT), the Overseas Coastal Area Development Institute of Japan (OCDI) and the Coastal Development Institute of Technology (CDIT), following the PIANC MarCom meeting in Sendai City.  The Seminar welcomed approximately 70 participants concerned with ports and harbor authorities and institutions.

In this seminar, Mr. Sunohara, President of PIANC-Japan, made opening remarks and Mr. Namba, Deputy Minister for Technical Affairs, Minister's Secretariat, MLIT, delivered a welcome speech.  Mr. Francisco Esteban Lefler, the MarCom Chairperson, reported on the activities of PIANC MarCom.  Next, Mr. Arjan van der Weck, a MarCom member, delivered a report titled "Water flood protection and spatial planning, experiences and examples from the Netherlands", Additionally, the Japanese team, primarily comprised of Port and Airport Research Institute (PARI) members, plans to publish a special report titled "Tsunami Report of PIANC" which shares valuable lessons learned from the great East Japan Earthquake.  Owing to which, Mr. Shigeo Takahashi, President of the Port and Airport Research Institute (PARI), who was heading the team, delivered a presentation on the contents of Tsunami Report of PIANC.  Vibrant discussions on various topics were held during the seminar.
